What would be the effect where the master could not give his personal confirmation mentioned in the last answer?

If the equipment, etc. is not in good order, the certificate can not be extended. This would mean that if the ship had to make a call at an intermediate port (e. g. for bunkers) before reaching the survey port, the certificate would be invalidated on arrival at the intermediate port and would have to be renewed before the vessel continued its voyage.
