Why might ballast water be loaded in oil fuel tanks?

Where, for example, stability would otherwise be deficient in a ship which initially carried a large quantity of fuel oil but, after an extended period at sea because of the particular nature of its operation and trade, it was necessary to fill the empty fuel tanks with water ballast to maintain stability and safe navigation conditions.
