Will the coastal State always provide a place of refuge when requested?

Unfortunately not, as the masters and salvors of the oil tankers Castor and Prestige discovered to their personal cost. 

Under Resolution A. 949(23) the Maritime Assistance Service should notify the master and/or the salvor of the facilities that it can make available with a view to assistance or admittance of the ship to a place of refuge, if required.
