If a seaman who is being left behind, as in the last question, is listed on the ship’s Safe Manning Document, what additional step must be taken?

The ship cannot sail from the port unless: (1) the seaman is first replaced by a seaman with appropriate qualifications; or (2) the MCA grants a written exemption. The procedure for application for exemption is section 2. 4.13 of the MCA’s Survey and Certification Policy (MSIS 23).
