What type of agent is a shipmaster, and how does this affect his authority?

A shipmaster is a special agent. This means that his principal (e. g. the shipowner) will not be bound by his acts that are not within the bounds of the authority conferred on him. For example, a master has no authority to fix his ship on charter, so his shipowner would not be bound by any such agreement.
