Under the VTM Regulations, when must a pre-arrival notification be made, and who by?

When a UK ship is bound for a port in the UK or another EEA State, or when a non-UK ship is bound for a port in the UK, the owner, ship’s agent or master must notify the port authority of the port to which the ship is bound of certain details.
