What action should a UK shipmaster take regarding a seaman who was drunk on board while off duty?

The master should:

(1) ensure the safety of the ship, personnel and the seaman himself; (2) if there was no threat to safety, take no action beyond an informal warning unless the company’s, charterer’s or ship’s rules prohibit alcohol; (3) perhaps give a drug and alcohol test (if equipment is available) before the seaman starts work again.

Why should a seaman not be drunk when off duty? Why caution the man in the above case?
