Cargo residues that cannot be recovered using commonly available methods for unloading may be discharged outside a special area as far as practicable but in no case less than 12 nautical miles from the nearest land. These cargo residues may not contain any substances classified as harmful to the marine environment, taking into account the IMO 2012 Guidelines for the Implementation of MARPOL Annex V.
