Who is a “competent person” for the purposes of PUWER?

A person “possessing the knowledge or experience required to enable them to satisfactorily perform the duties required by the Regulations”. PUWER is deliberately vague. In most cases in practice, a ship’s officer will not be a “competent person” to perform a 5-yearly test, whereas after appropriate training an officer may be a “competent person” for the purpose of inspections of equipment.
